The National Council for Building Fiji Better (NCBBF) is an organization founded in 2007 by the Fiji government. His job was to prepare the People's Charter for Change, Peace, and Progress proposed by Prime Minister while Commodore Voreqe Bainimarama, who was in power in a military coup in December 2006.
The Council is intended to "broadly represent the people of Fiji (including leaders and representatives of civil society including NGOs, the private sector, religious and community organizations, employers/workers and youth organizations, and political parties)". It is co-chaired by Commodore Bainimarama and by Archbishop Petero Mataca, head of the Catholic Church in Fiji.
Officially, NCBBF's work on the Charter is overseen by an independent monitoring group, which reports directly to President Ratu Josefa Iloilo. The monitoring group is chaired by Sela Molisa, a member of the Vanuatu Parliament. Pastor Amy Chambers is also a member of the monitoring group. The NCBBF itself consists of three task teams:
- one (co-chaired by Queen Josefa Serulagilagi and Attorney General Aiyaz Sayed-Khaiyum) assigned to focus on good governance,
- others (co-chaired by Queen Josateki Nawalowalo and Finance Minister Mahendra Chaudhry) on economic growth, and
- the third (chaired by Lorrine Tevi and Minister of Health Dr. Jiko Luveni) on "the identity of social culture and nation-building."
On August 5, 2008, the NCBBF announced that it has authorized the draft Charter document, which will be released shortly thereafter. Fijilive reports that the NCBBF plans to "measure people's views on Charter's draft through public awareness campaigns over the next six weeks". Meetings will be held in public places, the Charter will be advertised in the media, and there will be "consultation by grassroots community relations teams in all villages and settlements throughout the country".
The proposed charter is widely rejected by politicians opposed to the military government, which is one of the factors that led to the cancellation of the constitution in 2009.
