Believe, but verify (Russian: ???????, ????????? , Doveryai, no proveryai ) is a Russian proverb. This phrase became famous in English when it was used by President Ronald Reagan on numerous occasions in the context of nuclear disarmament.

Suzanne Massie, a writer in Russia, met with President Ronald Reagan several times between 1984 and 1987. She taught her the Russian proverb " ???????, ????????? While Reagan quotes a Russian proverb, Mr Gorbachev quoted Ralph Waldo Emerson, who had been popular in the Soviet Union when Gorbachev was in college, saying that "the reward of doing well is done."
Following the 2013 Ghouta offensive, Foreign Minister John Kerry told a press conference in Geneva on September 14, 2013 that the United States and Russia have approved a framework to dispose of Syrian chemical weapons. He said "President Reagan's old saying about 'trust but verification'... needs renewal and we have committed here to a standard that says 'verification and verification'."

A similar phrase "Trust and Verification" is also the motto of the Inspection Agency in Place (now incorporated into the Defense Threat Reduction Agency).
David T. Lindgren's book on how the interpretation, or analysis of imagery, aerial and satellite images of the Soviet Union played a key role in the superpower and in control of weapons during the Cold War titled Trust But Verification: Imaging Analysis in Cold War .
The National Infrastructure Protection Center (NIPC), a national infrastructure investigation and response agency, published a paper entitled "Trust but verification" in 2001 about how to protect yourself and your company from e-mail viruses.
The Bitcoin community and blockchain have also adopted it as its slogan, representing the fact that every node in the blockchain network verifies data received from others to ensure security. For Scaling Bitcoin Workshop 2016, shirts are made with the logo "Do not Trust, Verify", a play word on the original phrase.
